Upcoming EOC Training Process and Procedures:

Homeland Security and Emergency Management (HSEM) is strongly suggesting that class participants complete the FEMA
on-line independent study courses for the following courses, which can be accessed at http://www.training.fema.gov/is/crslist.asp ,
before taking the SEOC 101 Orientation and Operations course. Completion of this bank of training will qualify members to represent
MNVOAD in the SEOC during a disaster or SEOC non-disaster activations, such as the upcoming Republican National Convention (RNC).

IS-100   Introduction to the Incident Command System
IS-200   The Incident Command System for Single Resources and Initial Action Incidents
IS-288   The Role of the Voluntary Agencies in Emergency Management
IS-700   The National Incident Management System (NIMS), An Introduction
IS-800B The National Response Framework, An Introduction

They also suggest ICS-300 and 400.  These are classroom courses which are being offered through Ramsey County Emergency Management
and were sent out to our members last month.  These courses are being offered in the day and evening.  Persons interested in completing this 16 hour
course should contact Bill Hughes at 651.266-1016 or william.hughes@co.ramsey.mn.us.

MNVOAD SEMINAR PRESENTATION DESCRIPTIONS

VOAD and ICS
- While many of us have taken classes about ICS (Incident Command System), we haven’t really explored how ICS can be used by MNVOAD or our own voluntary organizations. This class will examine the practical applications of ICS and use MNVOAD to demonstrate the principles of span of control, incident command and section chiefs.

Southeast Minnesota Flooding: Lessons Learned- During this session individuals from several disciplines who actively responded to the southeast Minnesota flooding will help to debrief the response. In particular, the session will focus on MNVOAD and voluntary organizations’ response to the flooding and how ICS could have improved the response, including service coordination, animals, donations, basic needs and long-term recovery.

The Top Things You Need to Know About - During a disaster you may come in contact with a large number of victims in need of a variety of services.  You may be asked:

  • Am I eligible for a FEMA grant?
  • How do I get my house cleaned up?
  • Is there someone who can help me move my animals/horses?
  • Where can we get a meal or food?
  • How can I get help figuring this all out?
  • Etc., etc., etc.

During this moderated panel session, several experts will give you an overview of essential information that all responders should know. Because the time immediately following a disaster is stressful for victims, we want to minimize responders saying, “I’m not sure about that” or providing misinformation. It is very important for all responders to be able to provide basic, accurate information about services that are needed in the community. This session will provide you with the top things you need to know to be a better responder.

DCT (Donations Coordination Team) -
Donations management and volunteer coordination are a vital aspect of disaster response. When done well the community and disaster victims benefit greatly, but when done poorly the effects are significant. During this session, we will review the basic functions of the state donations management and volunteer coordination plan and the coordination of these functions when the state plan is not activated. Learn who is on the team and how your team could potentially benefit from joining or working with the DCT.

Individuals & Households Program (IHP) - Susan Jensen will lead a discussion about the Individual Assistance Program for seminar attendees that serve as voluntary agency caseworkers and family assistance volunteers.  The Individuals and Households Program (IHP) (consisting of a Housing and an Other Needs Assistance (ONA) program), the Small Business Administration (SBA) loan program and other disaster assistance mechanisms will be discussed.

2007

This year's seminar was different from past seminars. The planning committee worked hard to incorporate the suggestions that were submitted from last year's seminar. This year's seminar focused on providing a hands on experience designed to illustrate who responds to disaster, how they get activated and fit into the Incident Command System. The seminar was a great opportunity for Emergency Managers, CERTs, Voluntary Organization Employees and Emergency Response Volunteers to build relationships with each other and develop a stronger understanding of the unique benefits each brings to the table.

2006

  • Annual Training Event 2006- Training Overview - Press Release

Nearly 70 organizations were represented at the Minnesota Voluntary Organizations Active in Disaster (MNVOAD) Winter Training Seminar on Saturday, February 11, 2006. The goal of the annual seminar is to help foster more effective service to people who have been, or may be in the future, affected by disaster through communication, coordination, cooperation and collaboration.  This year's seminar brought together voluntary agency staff and volunteers, CERT staff and volunteers and emergency planners and responders from city, county and state offices.  This year's conference focused on challenges and lessons learned from the Katrina response and the need to look at disaster services within the context of the larger social issues that affect preparedness, response and recovery.
